Parc Plas Tudur Multi-Use Games Area (MUGA)

A Case Study

Project:  Môn Actif (in partnership with Llangefni Town Council)  


Role:  Project Manager / Funding & Planning Coordinator 


Key Focus:  Bid Writing, Multi-Agency Partnership Working, Planning Permission, Place-Based Community Engagement, Capital Project Delivery

The Challenge

Residents and families in the Bro Tudur and Pencraig estate identified a pressing need for a safe, designated outdoor space for children to play ball games. 


Previously, young people used an open, unfenced grassed area directly adjacent to a busy residential road. Balls frequently rolled into the street, creating significant safety hazards as children ran out to retrieve them. 


Aligned with Môn Actif’s strategic transition toward place-based community working, a local solution was required to deliver a dedicated sports facility while overcoming tight capital timelines, statutory planning requirements, and multi-partner funding dependencies. 

The Approach & Solution

Managing the end-to-end delivery on behalf of the project partners, a structured, collaborative approach ensured full compliance and seamless execution: 


  • Bid Writing & Funding Strategy: Authored the successful £10,000 funding bid to the IoACC Play Team via the Welsh Government’s All Wales Play Opportunities Grant / UK Shared Prosperity Fund on behalf of Llangefni Town Council. Secured matched funding (£10,491.73) through the Enabling Fund via Môn Actif's partnership with Actif North Wales. 


  • Planning & Statutory Compliance: Prepared and submitted the official planning application for the erection of the steel-framed MUGA. Ensured the project adhered strictly to all planning conditions and lease requirements on land owned by the Isle of Anglesey County Council. 


  • Community & Stakeholder Engagement: Led consultations with estate residents, local families, and youth to shape the facility. Coordinated a broad multi-agency partnership bringing together the IoACC Play Team, Llangefni Town Council, Môn Actif, Actif North Wales, the AONB team, North Wales Police, Housing Services, and local residents. 


  • On-Site Construction & Oversight: Monitored the installation of the 8m x 12m steel-framed MUGA structure, managing safety perimeter fencing, groundwork reinstatement, independent safety inspections, and the addition of estate amenities like a new rubbish bin, picnic seating and noticeboard on which to promote future activity for the local community.

The Impact & Results

The completed facility transformed an underutilised grass plot into a vibrant, high-use community hub: 


  • Enhanced Community Safety: Completely eliminated road-hazard risks by enclosing play within a high-durability, vandal-resistant rebound fence featuring built-in football goals and an NBA-standard basketball hoop. 


  • High Local Usage & Social Value: Created an immediate hit with local children and families. The addition of integrated seating provides a comfortable space for parents and carers to supervise and socialise. 


  • Model for Partnership Working: Successfully demonstrated the strength of place-based working across local government, regional sports partnerships, housing, law enforcement, and local residents.
