Llangefni Urban Sports Park Development

A Case Study

Client / Organisation: Llangefni Social Enterprise (LlSE) 


Role: Director / ICT Architecture & Project Delivery Support 


Key Focus: Strategic ICT Review, Big Lottery Bid Support, Project Management & Site Asset Handover

The Challenge

Following the closure of the former skate park at Plas Arthur in 2014 due to safety concerns, the local community in Llangefni was left without a central, free-to-use outdoor sports facility. 


When joining the Board of Directors at Llangefni Social Enterprise in 2017, my initial remit was to conduct a comprehensive review of the organisation's ICT architecture. The goal was to map out and implement a cost-effective, sustainable ICT model to streamline internal workflows and strengthen public-facing communications.

 

As the scope of work evolved, the mandate expanded into hands-on project planning, event delivery, and joining the core project team dedicated to securing major funding for a new, flagship Urban Sports Park.

The Approach & Solution

Working closely alongside Project Manager Peter Davies OBE and the LlSE Project Group, a multi-faceted approach was taken across digital infrastructure, bid management, and physical delivery:


  • ICT Review & Operational Improvement: Mapped out an integrated ICT framework to upgrade LlSE’s internal management systems and drive effective external communication with stakeholders and the wider community. 


  • Funding Application Support: Contributed to the development of the major Big Lottery funding application, capturing community consultation data and aligning project objectives with regional health, play, and social inclusion strategies. 


  • Construction & Site Delivery Oversight: Supported project management through the site setup, construction phases with specialist contractors, and pre-launch logistics. 


  • Event Management & Public Launch: Coordinated event delivery for the official opening to ensure maximum community involvement and public engagement. 


  • Asset Transfer & Maintenance: Assisted in establishing ongoing site maintenance routines and managing site compliance until the facility was formally signed over to Llangefni Town Council as a long-term community asset.

The Impact & Results

The resulting facility transformed an outdated site into a thriving regional attraction and a benchmark for inclusive community spaces: 


  • Flagship Multi-Use Amenity: Delivered a modern concrete skate park area alongside a traversing wall, small ball practice area with a basketball hoop, and an outdoor gym suitable for all ages and abilities. 


  • Regional Recognition: Created a high-quality community space that consistently attracts users from across Llangefni and the wider North Wales area. 


  • Successful Asset Handover: Secured the long-term sustainability of the park by successfully transferring ownership to the Town Council with established maintenance protocols.
